Artikel 87f [Postwesen und Telekommunikation]
(1) Nach Maßgabe eines Bundesgesetzes, das der Zustimmung des Bundesrates bedarf, gewährleistet der Bund im Bereich des Postwesens und der Telekommunikation flächendeckend angemessene und ausreichende Dienstleistungen.
(2) Dienstleistungen im Sinne des Absatzes 1 werden als privatwirtschaftliche Tätigkeiten durch die aus dem Sondervermögen Deutsche Bundespost hervorgegangenen Unternehmen und durch andere private Anbieter erbracht. Hoheitsaufgaben im Bereich des Postwesens und der Telekommunikation werden in bundeseigener Verwaltung ausgeführt.
(3) Unbeschadet des Absatzes 2 Satz 2 führt der Bund in der Rechtsform einer bundesunmittelbaren Anstalt des öffentlichen Rechts einzelne Aufgaben in bezug auf die aus dem Sondervermögen Deutsche Bundespost hervorgegangenen Unternehmen nach Maßgabe eines Bundesgesetzes aus.
第87f条 [郵便および電気通信制度]
(1) 連邦は、連邦参議院の同意を必要とする連邦法に従って、郵便および電気通信制度の分野において、すべての地域に適切かつ十分なサービスを保障する。
(2) 1項の意味でのサービスは、特別財産たるドイツ連邦郵便をもとに作られる企業、およびその他の私的提供者による私的経済活動として行われる。郵便および電気通信制度の分野における主権的任務は、連邦固有の行政において遂行される。
(3) 連邦は、2項2段の規定にもかかわらず、特別財産たるドイツ連邦郵便をもとに作られる企業に関するいくつかの任務を、連邦直轄の公法上の営造物の法形式において、連邦法の基準に従って遂行する。
Article 87f [Postal services and telecommunications]
(1) In accordance with the provisions of a federal law, which shall require the consent of the Bundesrat, the Federation shall guarantee appropriate and adequate postal and telecommunication services throughout the country.
(2) Services within the meaning of paragraph (1) shall be provided by the private companies ensuing from the Deutsche Bundespost Special Fund and by other private operators. Public responsibilities concerning postal and telecommunication services shall be carried out within the scope of direct federal administration.
(3) Notwithstanding the second sentence of paragraph (2) of this Article the Federation, in the legal form of a federal public institution, shall carry out individual responsibilities relating to the companies ensuing from the Deutsche Bundespost Special Fund in accordance with the provisions of a federal law.
